None of that matters. It's just a big delaying tactic. The ONLY reason that 16 states could have an issue with a citizenship question on the census, is that they have a high non-citizen population which gets counted for other things. Like monies for the state, from the fed for example. We even have some states trying to get the right to vote, for non-citizens.
