it was a failed attempt at collusion in the trump tower meeting and then ancillary crimes stemming from obstruction on a level that wasn't worth impeaching imo.
that's not to say the senate ever did the right thing, they wouldn't have impeached no matter what. but if I was sitting there I likely wouldn't have voted for it either, especially that late in a term.
They found that the Trump administration was receptive to working with Russia, but failed on several accounts due to incompetence, and may not have been able to be charged due to simply not knowing that their conduct was unlawful.
They also found that Trump ordered subordinates to attempt to obstruct the investigation, but they just refused to do so. McGahn resigned in response to Trump's order to get rid of Mueller. There's the infamous line "If we were confident the president did not commit obstruction of justice, we would so state", which is powerful considering Mueller spelled out his framework to only include "did not" and "defer to congress".
Mueller didn't find a smoking gun that Trump colluded with Russia, but he did not find that Trump was innocent on pretty much anything, and "innocent" was explicitly within his framework.
