That is a misrepresentation. One executive order cancelled out another. Obama's order required that civilian deaths had to be reported, even if nobody asked. The other said, "That's bullshit." The first said that every airstrike had to find out exactly how many civilians were harmed, even if it was zero, the resources had to be expended to find out that number for sure. Then it had to be publicly recorded. That is a huge waste of resources. So while it may seem great for transparency, Trump's "that's bullshit" undoing of it is just fine, in my book. I don't care. If a couple people die in foreign nations so that a jihadist cell is eliminated, whatever. I can FOIA that shit later to determine if they committed crimes against humanity or not.

It was a nice EO and I would have preferred the transparency. I think you overstate the burden of compliance, and its right to criticize Trump for it. I think we should be rationalizing the costs and benefits on their face values. Its easy for people to scream their bleeding hearts about dead civilians and hard to rationalize the difficult pragmatic choice to engage on limited intel and collateral risks. But it should be hard.
But at the same time, it was a hypocritical measure by Obama because he only passed it in 2016 and didn't apply to his 8 years as president, and then only released a single report. A report in which he claimed only 1 civilian died in 2016 and 64 total in all 8 years of his presidency.
What's worse, no transparency at all, or just having the administration lie to you with fake numbers?

Once again, this topic is about undoing an executive order that REQUIRED massive manhours be spent for every single airstrike (drone or jet) to determine how many, IF ANY, civilians were killed. Why? It was a strike against enemy combatants and that is that. If civilians are killed in the process, oh well. Pull up your big girl panties, that is the cost of war. Full fucking stop.
