block breakdown is the percentage of the most recently tabulated votes for each candidate
in math terms it's the change in votes remaining divided by the difference of the previous vote differential and the current vote differential
i.e. georgia:
vote differential an hr ago - vote differential 30 mins ago = 3486-2497 = 989 votes that biden gained
989 votes out of 1337 votes (change, or number of votes in that block) = 87% (86.x%) for biden
