Yes and you generally have to sign waivers for every medical procedure. GRAS doesn't mean safe, it means acceptable risk. The outliers may be insignificant but children will still die from vaccine complications if informed consent is thrown out the window. Granted it will be a very small number who are maimed or killed, but it will invigorate the anti vaccine movement if forced vaccinations occur.
