Ground to ceiling stalls pose other hazards, especially with children. What if they can't get the door unlocked? You think it's coincidence that stalls are designed the way they are today to not be floor to ceiling?
Do you have any actual info on the expected safety of the unisex policy?
Back to my question to you, why are current unisex bathrooms mostly unused?
