Its observed in all cases. Probably because without wealth inequality, you cant build as intricate infrastructure which is the main way to raise the standards. Youd end up with Venezuela where 98% of the population is equally poor.
Wealth that is distributed not according to state coercion presupposes that you did some work to help others survive along the way. In that way billionaires in the past and now help large swaths of people to survive more easily.
Its arguably too easy to survive in the developed world, we see young people and lower classes growing decadent from lack of any real stress during their upbringing. They show signs of PTSD even though they have never faced any existential threats in their life. They were shielded from reality by the infrastructure in place that handled their material responsibilities better than they ever could on their own.
