and her electorate doesnt want high-paying high-skill tech jobs - they arent qualified for such jobs and thus couldnt benefit from them directly; and an influx of such jobs to their city would just drive up housing and services prices for them. they want a low price environment in which they can live like a king with the mediocre wages their government or university job is paying.
