so, for example, affirmative action is a policy which is not motivated by racism (its proponents dont think whites and asians are inferior or worse students at the same gpa as hispanics or blacks), but it does create racial injustice in terms of opportunity (whites and asians are treated worse explicitly based on their ethnicity).
liberals and progressives argue that this injustice is an acceptable and necessary means to compensate for past injustice against blacks/hispanics, or for still ongoing "institutionalized racism" discriminating against them. they basically think that when it comes to justice, minus and minus makes for a plus, while conservatives dont think so.
from a slightly different perspective, this is a typical example of the age-old disagreement between right and left on whether "justice" should apply to opportunity or to outcome. requiring higher gpas from white and asian students violates racial justice in the sense that they have to clear a higher bar to obtain the same opportunities. from a leftist perspective, aa creates racial justice because it produces more evenly distributed educational attainment outcomes.
imho, there really is no need to drag the concept of racism into this debate.
