I think its a mixure of both, not to speak for Beo but that's who i read it. Some stuff is obviously pandering and he wouldnt actually push for it. Other stuff he's earnest about but can't accomplish given our constitution and the contentious at best Senate he faces upon election. Other stuff he may surprise on and get accomplished against great odds, Obamacare sure fits that description for me, I wouldn't have though it possible in Obama's 8 years much less how quickly it came. The gist of it is the fervent followers who assume he's the messiah bringing wide sweeping change will be let down on a lot of things the assumed he could/would get done if elected.
Obama had political capital out the wazoo and was pragmatic and although he had half the country butthurt he had a lot of love and support
Trump is a hostile wildcard and he has alienated so many people I don't see him being able to accomplish much of significance and his negatives will just be too powerful to be washed away by anything positive and will prevent a lot of teamwork
Unless he decides (which there are already indications) to go full republican and join the freakshow but then I don't see how he maintains support when he sold himself as something else
