He has a point, though. If a lower amount is being withheld from your paycheck in the form of taxes, your "$5000 refund" is getting spread out over 52 weeks in the year (which honestly, should be the case anyway...why give the government an interest-free loan on your money?)

Now, if the total tax owed changes significantly, then they have a point.
