I don't know if he has the power to, but Barr has vowed for as much transparency as possible. And if Mueller tries to subpoena or indict a certain person, and Barr says no, Congress will be notified at the end of the investigation.
I'm encouraged by Barr's testimony... he's friends with Mueller, he's made a commitment to let the investigation conclude, and he doesn't strike me as someone who gives a damn about protecting Trump.
Now the question is... how many weeks until Trump starts shit talking him on twitter?

I'm only half listening, but I believe this exact question was asked, and Barr said he would not do that.
