That is true. Murder has happened throughout history, and almost all older societies met murder with reciprocation. I don't think it will reduce murder, but I do think that it will reduce violence within crime. People not willing to chance their lives at petty crime, per example holding a gun up to somebody while mugging them, is a thought.
I feel that in a more advanced society, which has a more widespread chance at changing past data with more relevant data in a more cultured population, should make the attempt.
