A terror attack on that dike could potentially be even more devastating than blowing up a nuclear power plant.

There are better examples than that one to blow up. More devastating than a powerplant? hmm.. I'd say initially yes, but easier fixed on the short term. But hmm, it usually gonna involve blowing up 2 dikes, there tends to be a mitigation area with another dike, making it not an easy feat to accomplish with 1 attack.
