Trump is really annoyed by the restriction of public service. Back in the day I'm sure his employees would bend in a million ways and loophole the shit out of anything to get things done. But you can't write unconstituional bills and executive orders, they're public from the get go and get contested or blocked pretty fast if there's the any chance someone thinks it isn't up to par.

In Trump's mind he doesn't see his picks/staffs say to his dumb ideas/views "no you can't do that" as the truth. He thinks they're too unintelligent. Their must be some way, they're just too lazy to get it to work. Somebody, at some point will tell him that it can be done. So the people shopping continues.

Funny thing is for the people who didn't last in Trump's cabinet (Tillerson, Haley, Kelly, etc) it would be completely beneath them to work with Trump outside the context of the presidency.
