Just heard they dropped all charges against the driver because he is a Wisconsin native and did not cross state lines.

This is categorically false. You are innocent until proven guilty. Period.

We do need to have a system of detainment for likely to be found guilty flight risks. But the current system is such a ridiculous burden on the innocent it isn't acceptable.
