You gave a criteria for determining that solyndra was a misallocation which can be applied to any expenditure, if we take that to it's logical conclusion you should consider any expenditure to be a misallocation.

Jesus Christ dude. Are you really that sensitive that you have to dodge the majority of the post and only respond to the snarky bit? Please, try and focus on the following:
1) Effectiveness (or lack thereof in your opinion) of ARPA-E
2) Temporal risk management

Cam avoids the content of the post and insults the poster as usual.

When companies have to make a profit on a quarterly basis exceptionally risky but hugely rewarding ventures like space travel, new trade routes, and colonizing new continents will always have to be undertaken first by government entities to prove the concept and develop the infrastructure before provate entities will be willing to make the investment. This is as true today as it was in the days of the East India company. Its the reason fundamental research that built our modern world was government funded and still is government funded to this day.

Im pretty sure elon musk and jeff bezos created the space industry thank you very much
Also nasa doesnt exist, their contracts arent with the government and taxation is theft

What would be the optimal way of making investments that may or may not pan out in 50-60 years? Should those investments even be made at all?

Yes, and it's a pretty undeniably fact that in the entirety of the past the largest and most rewarding ventures have started by government funding, and is a fact that even the worst estimates of government funded pure science research on average makes huge returns for society as a whole.

Yep, we're seeing the perfect example with Jeff Bezos and Elon Musk. Their (space) businesses are only possible because they had access to engineering processes that were funded by NASA.
