No, there is no “and.”
If you want to pick it apart this way, the right to bear arms part is furthering the description on the security of a free state.

Wrong. The sentence work like distributing a number over things in a parenthesis...

2(a+b) = 2a + 2b <--- where the 2 is "shall not be infringed"

The comma after "a free state" stands for... and

It doesn't matter why the 2nd Amendment was proposed. It's basic rules of English language. The 2nd Amendment, as it's worded, means what I said it does.

yes it does. historical context is extremely important. on the one hand you people act like the founding fathers were so smart that they totally accounted for the potential drawbacks of drowning in an ocean of guns, but definitely thought that daily mass shootings and 3rd world country homicide rates are worth it, to prevent a 'tyrannical government' from oppressing you - but on the other hand they were unable to see what's wrong with slavery? makes total sense... NOT.

How dare you, sir!

If the speech is that old and something as simple as day-to-day wording has changed, along with its meaning, shouldn’t the second amendment be reworded to modern meaning with the knowledge of difference in firepower/capability?

It doesn't matter why it was "proposed". Not ratified, proposed.

I'd take you on in a battle of wits, but I make it a policy never to take on anyone that is totally unarmed??
