i'd bet on that, most of the "censorship" articles i've seen that is to blame. info wars finds some site that's not optimized well and then blames google, and their fans eat it up. then it gets traction from the article and it goes up, but not markedly, because the optimization remains the same and most are linked from the article not the search engine to traffic the site.
We're at this funny intersection of censorship outrage based on technological misunderstandings/hoaxes due to black box methods, actual widespread big tech censorship that is being purposefully obfuscated, and a false narrative of net neutrality misdirection outrage towards IPs that really aren't doing much of anything wrong. Just look at the Youtube HQ mass shooter, James Damore and the shitstorm endured by Ajit Pai. The YT shooter had a persecution complex over her videos being demonetized, but that was only a rather unintentional side-effect of the broad strokes of censorship on youtube driven partly by a need to sanitize for advertisers and partly out of political manipulation- as James Damore showed. her persecutory delusions were overimagined, because she was simply too irrelevant for anyone to actually care. Yet all contemporaneously with the censorship crusade being taken by big tech was the net neutrality hissy fit that insisted that IPs would run amok creating an orwellian internet dystopia, and ajit pai was getting death threats to his family for it. No amount of logic or reason could permeate through the bubble of hate mob mentality.
Personally I don't find it hard to piece together which forms of censorship are malicious and which are unintentional and the overlap between them. I just imagine how I'd program it, if I were evil.
