Caesar wasn't the enemy in that passage, the Pharisees (carrying an idolatrous coin on temple grounds) were. They were trying to entrap him by forcing him into a treasonous position on account of which he could be charged.

The coin belongs to Caesar because he issued it, hence his face on the coin. Give it back to him when he asks, because what should concern you is what you ought to give unto God.

The passage is consistent with Jesus's outrage at commerce in the temple.

Primitive societies had no concept of rights. You haven't the slightest idea about the philosophy underpinning your movement, nor do you probably thing it is important.

Rights were new creations of the Enlightenment.

Without the state there is no such things as rights. There are no rights in a state of nature. You have no right to property because me or somebody else will just take it from you and that will just be it.
