You have to have the facilities, the licensed medical professionals, etc., to even USE the supplies. Then and only then can you use simplistic data like infections and deaths to choose between various locations.
Then, on top of all that, you have to be concerned with hoarding, panic ordering, etc. A governor or hospital for example, can panic buy, just like anyone else.
Things like ventilators are NOT comparable to sand bags in your earlier analogy.
/e Just because Trump may have slammed a governor or two on twitter, doesn't mean that they would "really" be deprived of things that were honestly needed.
