nonetheless, one has to consider the number of persons benefitting from the various budget items: I dont know the exact numbers, but there are far more than 70 million beneficiaries of medicare/medicaid or other forms of social security benefits. the overall numbers is probably over 100m.
the military, on the other hand, has an active personnel of 1.3m, and overall, there are maybe 5-10m people living off of the military budget if you include family members, contractors and jobs in the arms industry.
so you have 70-100m people benefitting from budget items which account for 58% of all spending, and 5-10m people living off ~18% of the budget.
