He does lie and exaggerate a lot. Sometimes its for entertainment hyperbole. Sometimes its a calculated political lie. Sometimes I think (probably this) he just doesn't care about precise language and says things to say things.
The two disgusting problems with the media today are lack of respect for dignity and proportionality.
The media assumes a bad motive with everything Trump does. If the media just said "Trump said this but other sources show it isn't true for such and such reason" the media would have much higher approval across the board. If you're not on the left and you read it, you can feel the animosity just as you would if you listened to most of what Hannity says.
The media also commits sins of proportionality, devoting lots of time to truly unimportant things and vice versa.

Agreed on the media. But I think their number 1 objective is to sell clicks and views. I think sometimes people mistake CNN or other media stories as being "left" when in fact they are being sensationalist. Now, the two certainly aren't mutually exclusive, and CNN is definitely left-leaning, but anti-Trump is what sells right now. They aren't as desperate to push a narrative as they are to generate news coverage. During the Trump-era, pushing an anti-Trump narrative
is what generates news, so they are one in the same.
As far as this particular story, I don't think Trump is lieing - ie being intentionally dishonest. I think he sees a fundamental difference between tariffs like the steel and aluminum tariffs designed to be protectionist in nature vs tarriffs on China and Mexico to try and generate leverage to create more favorable trade deals.
Trump sees the latter tariffs as temporary means to an end rather than a 'pure' tariff, hence the distinction in his mind and his confusion why people refer to the China and Mexico dealings as tariffs.
