its great trolling but there was a certain freedom in being dirt fucking poor. i never thought about what to buy and free things to do are so limited i didnt have to plan much. not that id go back lol

ok so more theoretical than an actual "mandate"
yeah in many countries you have majorities, minor majorities, split governance and forced cooperation when the votes are split too sparingly
but i'd still say in usa, it's WTA winner takes all and this mandate theory is one of conceptualism opposed to actual law
