No, the US fled all forces from Ukraine like it was Afghanistan - they intend to fight Russia to the last Ukrainian soldier. Unfortunately there are many zealots in Ukraine that are willing to provide themselves as sacrificial offerings.

As for the Russia-Ukraine border, Biden's regime is now openly lying and saying they have "not noticed withdrawals of Russian troops" and lying about the number of Russian soldiers present there, even when the facts on the ground are totally different.

The number of Russian soldiers on the Ukraine border at this time is within the normal border guard range - Biden can't admit it even though everyone knows it's true.

Nothing new for the Ukrainian army - they would prefer to kill as many civilians as possible, make Donbass uninhabitable so they can take it back by force. They never had any intentions to fulfill the terms of the Minsk agreements.
