Madison(iirc) was worried specifically about this type of mob rule situation, although he erred in guessing it would be due to "state loyalty" that would make things difficult for the federal government. I don't think he can be blamed for not predicting political division so deep that a minority party would attempt to mob rule shame a majority rule's pick out of the running.
