It was like that in the late 90s when I lived in Germany. Frankfurt, Amsterdam, Paris.... I can see how they would be a little bit more Multicultural than Suburban Americans would like given their monoculture. I experienced some social dissonance too when I first got there. For one I expected everyone to be white and I had Africans trying to sell me cheap shit in 5 languages the second I'm downtown.
Of course being an American Soldier I was an outsider everywhere and we were constant targets. Life there tended to be easier when we reported to be Canadians. There's no way I could count the amount of times I got in the stupid fist fights over just being an American Soldier and having some Russian guy or some Turk guy punch me for no reason. One time I got sucker-punched sitting in the backseat of a car at a gas station with my window down. So asinine. The haircut is a dead giveaway though.
