Well, when you double the adult voting population, and a big chunk of that new addition to the voting population also doesn't vote (particularly because they're used to having not been allowed to), and another chunk of the previous voting population decides not to because they won't be seen standing in a line with members of that new voting bloc, then you see numbers like that. It's math.
This is only true if the voting rates were very different among different demographics. If male voter participation dropped, then some other theory would have to be considered. I can't seem to find any statistics about that unfortunately..
