Well, when you double the adult voting population, and a big chunk of that new addition to the voting population also doesn't vote (particularly because they're used to having not been allowed to), and another chunk of the previous voting population decides not to because they won't be seen standing in a line with members of that new voting bloc, then you see numbers like that. It's math.

the left wing was hugely corrupt with Tammany Hall and other nasty leftist political groups that would break all the laws to win elections such as paying people to vote, getting people to vote 3-4 times, etc. The government cracked down on the evil corruption of the left with voting machines that made everything truly anonymous and so voting participation dropped. that pissed the left wing off for damn sure because they could not longer cheat like they were used to.
