As a general rule, it's not possible to require person to person background checks. You have no way of even knowing one person sold another a firearm, since they're not registered.
The best that could be devised was that any firearms dealer must submit a NICS background check prior to the sale of firearms. This includes all sales, be it in store, online, and at gun shows.
The *only* exception would be person to person. So if I purchased a pistol from my neighbor, then in theory, I could do it background check free. However, if my neighbor is an authorized firearms dealer and they try to sell it to me as a "person to person" transaction, they are charged with a federal felony, and get to go to prison. Suffice it to say, no weapons dealer is going to sell to you without the check.
