How about, like on our mexican border with the Rio Grande, they just build an artificial moat, but instead of filing it with water, or crocodile filled water preferably, they fill it with pepper spray. no one's gonna swim through a river of pepper spray, and the shelflife is amazing according to the can. if it goes bad even better, no one's swimming through rancid pepper spray.

I'd say it's better to just let that zone become uninhabitable, that way it's easier to spot stragglers lumbering across the diseased mire that once was Eurasia.
