The current state of Minneapolis is the product of the late Paul Wellstone. He was the #1 advocate and architect of bringing in refugees and economic migrants to Minneapolis. The hmong being actually reasonably well adjusted if somewhat insular, it seemed to work at first. The programs to bring over Somalis already existed when Wellstone was dead and Obama became president, but it was under Obama that the feds expanded a "family reunification" program where refugees could sponsor their "immediate relatives". Which was immediately exploited by every Somali family claiming to be brothers and sisters of every other Somali family, and DNA testing showed that somewhere around 87%+ of all chain migration in the early Obama years from Somalia/Kenyan refugee camps was fraudulent. And some of the folks who got through that door before it closed were Ilhan Nur Said Elmi and her father Mohamed Nur Said Elmi, who changed their name to pretend to be part of an unrelated Omar family who landed in Virginia.
Paul Wellstone was a fierce advocate for working class and downtrodden people, and I don't think anyone ever doubted that he was motivated by ideological sincerity, not some bogus neoliberal weaponized political correctness. Wellstone never got to see the results of his immigration plans. His surviving family did, and the result was the Wellstone sons actually getting evicted from the Wellstone foundation by the DFL (state's DNC) when they pushed back against their father's name being whored out to push neoliberal corporatism instead of protecting blue collar workers. But that was long in the works, given they campaigned ruthlessly on Wellstone's corpse when his body was still warm
