If he spends too much time Trump and the Reps will complain. If he spends too little time the Dems will complain.
In particular, Mueller is a representative of the intelligence community, the military-industrial complex, the career officials, the "Bush-Cheney-McCain"-wing of the Republican party, and perhaps of the 'deep state'.
There is no doubt that he is Trump's adversary and wants to inflict damage on Trump and his brand of Republicanism.
Therefore, since the ongoing investigation is hurting Trump politically and this is Mueller's secondary (if not primary) goal, I expect his investigation to end either shortly after the midterms, or shortly after the 2020 election.
