I don't think that's necessarily true. I think Mueller has to balance how long the investigation takes (for the media and the public) against just coming out and saying: "Trump didn't do anything",

If he spends too much time Trump and the Reps will complain. If he spends too little time the Dems will complain.

Both sides will complain regardless imo. The investigation is objectively too long. Its basically another scooter libby scam.
