You would be right if there was an all out war going on between the two but that's not the case. Ukraine has mobilized every able bodied male while Russia is only using a part of their regular forces.

Ukraine are also defending while Russia is attacking. In every war a distinction is made between attackers and defenders so why not in this case?

Also Ukraine is being pumped full of man-portable anti tank systems provided by the West. This completely offsets the balance it's like Ukraine has the manufacturing capacity of several other nations behind them.
