Just to set things straight: the FBI did indeed let Hillary get off easy when they closed the investigations during summer.
Then, shortly before the election, Comey thought that Hillary had the election in the bag, so he reopened the investigation in a clumsy attempt at preserving the veneer of impartiality of the FBI during the upcoming Clinton administration. He did not intend to help Trump, he tried to save the public image of his agency.
