For sure they are under-reporting. Common sense ! Nation behavior would be -exactly- the same than a contaminated coward person, even worse: hide it and lul if you contaminate others.

I think Trump would be OK to falsify its numbers, like some authoritarian countries are doing, but he hardly can do that.
China, however and once again, shows its capability to control information. They already falsified their GDP & Population amount data.
