Dual citizenship is a thing.
Everyone is under the law. Not everyone born here is an American subject.

My ancestors immigrated legally, took oaths to that effect, and even (when the times required it) fought for it. I also put myself on the line for my fellow countrymen, and have taken an oath that to this day has no expiration: I will support and defend the Constitution of the United States against all enemies foreign and domestic, bearing true faith and allegiance to the same.

If "not a citizen of somewhere else" was meant to be the requirement then the author failed spectacularly at conveying that message.
But you are a citizen of somewhere else if your parents are citizens of somewhere else and made no effort to become citizens in their new homeland.
