The true crux of the article is the definition of what exactly constitutes harassment. There's a big difference between 43% of women getting groped or otherwise physically attacked or followed while running, and 43% of female joggers having experience men who whistle or shout lewd comments after her. Both are bad, but there's nonetheless a huge qualitative difference between these two.
