The dog whistle politics that Trump uses serve like a regular dog whistle does to a dog, creating a dog whistle noise that can only be heard by certain people. The analogy is that a dog whistle also makes a similar dog whistle noise, which only dogs hear. Similarly, the dog whistles that Trump uses are dog whistles that can be heard by racists. What makes a dog whistle a dog whistle? Well, a dog whistle can be used to signify racist intent, so the dog whistle gets heard by the person intended and they find their racism assuaged and embolded by hearing a dog whistle meant to let them know their racism is correct.
Dog whistle politics aren't like dog whistle factories at all. In a dog whistle factory, you can see dog whistle after dog whistle come down the assembly line. It's like infinite dog whistle. Just when you think you've seen every dog whistle, a dog whistle is on the shelf, and another dog whistle is on the floor, and there is a dog whistle in your pocket and you don't even know how it got there.
I don't mean to muddy the waters by talking about a dog whistle in a dog whistle factory, tho. That kind of dog whistle is not the dog whistle I mean when I say dog whistle. The kind of dog whistle I mean when I say dog whistle is the kind of dog whistle that acts like a dog whistle for racists, as you can see in my first paragraph where I discussed the phrase dog whistle.
