Campaign staff and political guns-for-hire have no such authorization. Doing so is outside the bounds of normalcy if not illegal, and should be judged on its ethical grounds and scandalous content.
The comparison to MI6 and CIA is relevant because they develop sources in Russia to work against Russian interests. Christopher Steele(ex-MI6) using Russian sources to find out that Trump is compromised works against Russian interests... because a compromised man in the White House is the best they could ever hope for.
The Trump campaign conspiring with the Russian government to sway an election is something entirely different... it coincides with Russian interests. It's also definitely illegal.
I don't work in politics and I'm not that old... I don't know what's normal. I think Trump is a unique case... and researching his ties in foreign countries, particularly countries that are major adversaries to the United States, seems like an appropriate endeavor. I don't think Orbis does a lot of political work, but I could be wrong.
