It looks like California has some pretty outdated environmental laws that require water reservoirs to empty their supply (when above 60% capacity) into the Pacific Ocean during winter months of the year in order to catch runoffs and prevent potential flooding.
I believe the idea is that if these laws are overturned, the state could hold onto more water from its reservoirs and potentially use that extra supply to fight wildfires.
I'm not sure about the last part of the tweet (Must also tree clear to stop fire spreading!). I presume he means to create breaks in between tree patches to prevent the spread of wildfires, but I don't know enough about this subject to know if that would work or not.
There are plenty of lakes and reservoirs in the fire zones, not having water isn't the problem. The problem is that through the drought years, it left trees dead from a massive bark beetle infestation.
Combine that with diablo winds rolling in from the north east, gusts as high as 70 mph, and extremely hot temperatures, it is a recipe for disaster that no regulation is going to touch.
We're talking thousands upon thousands of acres of dead land that can't really be cleared given where it's located. California already does controlled burns and the governor called for more back in may, allocating more funding for it.
Last year there were members of his administration blaming environmental lawsuits stopping logging on forest fires in areas that they weren't even set to log in. Hell, I'm surprised he hasn't suggested they start dumping ocean water on the fires.
