I'm confused... does globalist still mean a shady character who supports one-world government, or has it morphed into a term for people who oppose shitty trade policies?

The Koch's are inflexible libertarians. They don't view tariffs as a chess move that leads to a better result (freer trade), they just see it as against "muh freedom" and profits of course.

it's still the former. I would add
"supports global free trade precisely because it plays off the working-classes in industrialized countries and developing countries against each other, which in the end only benefits the top 1%-5%"
