Nah, the conclusions drawn in the letter you linked are vague. The conclusions drawn in the book are far more specific and lots more racist.
Like how a creationist says "Look at this poll. All physicists said we should doubt scientific theories".
The letter was massively panned at the time and the book was widely criticized. Rightly so.
Also a good amount of the specific claims are outdated.
7 and 8 specifically have been all but debunked, and were already questionable when that latter came out, which is why lots of psychologists signed criticisms.
Again, even if we give the letter all benefits of the doubt, it's 25 years old.
