As a white man growing up in farmland this is correct. We supervise and bring in labour from other countries if immagrant labour isn't available.
They are slow but highly consistent and can work easily 12 hours straight in the sun with no complaints while being paid less than minamum wage as a result of it being legal to pay by the bushal, flat, pint, quart, etc. No benifits or remittances.
