Those who acted or promoted violence (beating cop to death, bringing pipe bombs and zip ties) MUST be punished hard, but those who were really just moving around the building like tourists should get away with a slap on the wrist. In particular, it seems like some entrances of the Capitol were stormed violently, but that Capitol police basically surrendered and opened some other doors preemptively. Some of the people in the Capitol might have not even been aware of the violence and insurrectionary behavior taking place elsewhere in the chaos.
