The big difference is that Russia was blowing up active, operating pipelines in those instances, so that the act had an immediate impact on the energy supply of the countries the wanted to force into submission. In the current case, the pipelines were inactive and unlikely to go into operation again anytime soon, so that the motive is not as obvious and far more intricate.

I don't think anyone ever established that either the 2006 pipeline explosion or 2009 explosions were sabotage let alone conducted by the Russians intentionally. As far as anyone knows, they were simply mundane industrial failures. The central asian pipeline was built in the 1960s and poorly maintained and turkmenistan didn't accuse Russia of blowing it up intentionally, they accused them of reducing their gas draw without informing the turkmen and thus causing a pressure buildup. The only fingerpointing was over who was responsible for the mistake. And it was repaired in what, 3 days? Saying Russia blew up its own pipeline in 2009 is like saying Russia blew up its own nuclear reactor in Chernoybl.

So all that is pretty irrelevant to whodunnit in this case. Which could still be Russia, but still has more logical and plausible explanation as a US/west operation.
