The big difference is that Russia was blowing up active, operating pipelines in those instances, so that the act had an immediate impact on the energy supply of the countries the wanted to force into submission. In the current case, the pipelines were inactive and unlikely to go into operation again anytime soon, so that the motive is not as obvious and far more intricate.
