perhaps you've missed entirely what's going on in american politics, but we have 2 parties. the democrats and republicans. the republicans are supporters of the PPP loan forgiveness programs and against student loan debt forgiveness, the democrats are the opposite (although im sure many pelosi types also took out PPP loans and didnt repay).
although i'm not particularly fond of either, and advocated against taking PPP loans. you are being rather misleading here.

On May 28 the House of Representatives passed H.R. 7010, the Paycheck Protection Program Flexibility Act of 2020 (PPPFA). The legislation passed 417-1 with overwhelming bipartisan support. Senate Majority Leader Mitch McConnell will attempt to expedite passage in the Senate by seeking unanimous consent, he announced June 1.
the PPA went through the house, (which was Democrat majority btw) and up to the senate. then ultimately signed into law by President Trump. that's how this nation constitutionally changes law.
for student loan forgiveness, Biden enacted executive order.
this is not how it works, but no one will be able to sue the white house because of lack of standing.
2. when PPP was signed into law. businesses were forcibly shut down by the government. PPP loans actually did save a lot of small businesses.
i don't like how it was written, but Democrats owned the house... they ultimately were writing it. when they had spare time from trying to find things to impeach Trump with.
student loan forgiveness however... is just a mid-term hand-out. things are rough right now, but not just for people with student debt.
all that being said, i'd rather see the money spent this way than sending it to Ukraine.
