That 'drivel' is written into the 2A explicitly and for good reasons. "Being necessary for the security of a free state". State meaning all of the PEOPLE that belong to a particular community.

Also, Ukraine is most recent example of why it's valuable for a government to protect the right of militia to bear arms so it can be called upon to protect the community. Better to have it pre-existing and pre-armed.
