There was no vaccine available until after the election, when Trump just stopped caring. I would say it is fair to assume that had he won reelection, he would have appointed someone to take care of the vaccine deployment and it would have worked out fine. It's not exactly rocket science...

You dont need super high competence to get this done though. Just ship vaccines to physicians and family doctors and large employers, run some adds and send Fauci around the media to tout the vaccines.
